ALGERIA: FROM RENTIERISM AND FAILED DEVELOPMENT TO FLUFFY PRETENTIOUS KNOWLEDGE-BASED ECONOMY AND POTENTIAL FAILURE 2.0
This paper aims to touch a sore point regarding the pretentious Algeria’s new political economy reforms launched by the president Mr. Abdelmadjid Tebboune, based on his election program. In addition to how the rent as a system affects the pace and speed of the reforms launched by his government. If Algeria apprehended the opportunity of the economic reforms launched after the independence, it would drive its economy out from the rentier system, which is the status-quo up to now. In this regard, many concerned agreed that Algeria should review its political economy, where the new tendency of the new government, based on the president political program is oriented in the direction of the knowledge-based economy; however, the reforms flavored as always with the French political seasonings; I personally, if there will be no radical emergent changes in the political and administrative systems; I consider it as a second round failure (failure 2.0) in advance. The reason behind my prognostication is laying behind these questions, and many other questions maybe I should ask them and answer them in other coming papers: is there suitable environment (ecosystem) for such new political economic orientation? The second question to ask is why the choice is knowledge-based economy while there is no an Algeria’s National Innovation System (ANIS) to create an adequate context for innovation? I will give answers for the first question and assumption for the second one. At the end I suggest what may be better for the Algeria’s political economy in the medium and long-terms objectives and goals.
